We need help to build Bidding style Website

I want a bidding style website. Yet the target market is bidding on something different. I would want a paid membership area and a free sign up area. The paid membership area will permit users to set up a profile then links to their personal website. They must also be able to upload pictures. All users would want an inbox to communicate within the website to each other. Like eBay, a user that requests bids must have the ability to choose how long they would like the bid to run for. There must also be a way to review users.

Specific programming languages desired-> PHP, HTML, CSS, and whatever else it takes to complete the website
