Need help to develop social networking website in PHP

We are in search of a developer to rewrite the code for our social networking site, Nexopia. The site is currently written in Ruby (with custom framework not Rails), however we would like it to be re-implemented in PHP with the database being MySQL or else PostgreSQL.
The new site would be very alike to the existing site with some tweaks. Proposals that comprise integrating off-the-shelf components such as an existing CMS, templating engine, or framework are preferred as long as we don't have to change the concept of the site to fit the existing components b the parts are very well integrated and function seamlessly. It must similarly be possible for us to migrate the data from the existing site to the new one. The site must also be able to handle the load of approximately 2 million pageviews monthly / 50,000 unique visitors on reasonable server specs.
