Looking for NetFlow Web Application Developer

I am seeking a programmer who can write a web-based front end for nfcapd /NFDUMP. I am alert that Nfsen is available (the recommended web based front end for NFDUMP) however it doesn't meet my requirements for the reason that it is extremely complex for simple users to navigate.

I need a web application that incorporates the following requirements:

a) Supports authentication for users (and provides a GUI for administrative users to add/update other users and their passwords)

b) Supports storing and retrieving users preferences in the web UI

c) Associates for a given user which NetFlow exporting devices are assigned to them for view permission

d) Shows a list of the routers for the logged in user on the left side navigation. Clicking on one of the routers causes it to expand as a tree view to show its interfaces for which monitoring information is available. Clicking an interface shows a navigable usage chart of the top 10 protocols over time from the NetFlow data for that device.
