Convert a non-responsive wordpress theme to responsive Twitter Bootstrap3

My website is a none responsive wordpress theme. I want to translate this theme into responsive theme using Twitter Bootstrap3.

This project necessity be carried out using Twitter Bootstrap3 framework. Not some other solution.

Website as well as admin should maintain same functionality after theme conversion. Site must look the same as now on desktops after the new theme is applied. This comprises likewise home page sliders (upper one and bottom one).

Entirely pages must be responsive as well as be visible and clear on Desktops, tablets and smart phones.
Website is RTL.

Important: As well need to create the same theme however LTR (for English website).

Website comprises a drop down menu.

Theme want to use HTML5

Theme need to use clean as well as valid HTML and CSS

Theme want to be compatible with latest versions of Firefox, Chrome, Opra, IE 8 as well as up.

First development is finished on your side nearby. I will give you the original theme however very small DB.
