At the time of Taylor initiatives the city of Columbia was in a financial doldrums with city was running with 25% budgetary deficit where city council ( government) was force to cut grants social and child rescues and social uplift-ment activities cost. The Child abuse and negations are on rise (~25%) and FLOC had very limited resources but committed to change future city's child population. The Conferenc was great teaching for them The basic DNA FLOC got new points to add e.g. Collaboration Cohesion and Cross information and uncovering the new resources and that become the integral part of FLOC DNA.

[ text was not available ] best fit ans The from the years on social services are consider as the rescues strategy be it child services, women trafficking so being a rescue strategy it was always short - tem and immediate basis their was less planning for the individual for the long term societal engagement or the establish the individual to society itself But New era of social service takes care of this section so it not only rescues the individual but does the capacity building exercise so that he/she can develop employment skill / professional skills for his own earning and can get re-established in the society at large. So The Change is " Paradigm Shift".
