Question 1: What is the pH of a 0.05 M solution of TRIS acid (pKa=8.3)?

Question 2: If you analyized the PH of Tris and phosphate and you wished to get it to a desired Ph and added HCl in order to get it to that desired pH, would adding 3mL of 1M of NaOH to the 100mL buffer still make it a usable buffer? I am confused please explain.
