EMPIRICAL EXERCISES

Please answer the empirical exercise questions completely and refer to the appropriate text as well as other reference sources. No more than three typewritten and double-spaced pages, well-organized, well-argued, well-edited and well-footnoted. Each empirical exercise is worth 20 points each.

Assume that the present energy crisis has worsened and that the respective governments of the United States and Great Britain are considering reducing the speed limit on all highways to 35 mph to conserve oil. Compare the policy-making process in both countries in reference to the following issues: Where will the policy originate? What roadblocks exist to enacting a policy? What problems will be encountered in implementing a new speed limit? How can citizens challenge an unpopular policy? Which government should react more quickly to solve the crisis and why? Which government's policy will be more likely include public input and why?

Empirical Exercise 2 - 

A democratic government is based upon the idea that the government reflects the will of the people. Does the US Congress do so? Consider the role of the people in electing members of Congress, the way in which Congress operates, and the factors that influence how members vote.
