According to NACCHO's MAPP User Handbook:
"The first phase of MAPP, participants undertake two critical and interrelated activities:

Organizing the planning process

Developing the planning partnership

The purpose of this phase is to structure a planning process that builds commitment, engages participants as active partners, uses participants' time well, and results in a plan that can be realistically implemented.' (NACCHO, n.d.)
Students should complete the following sections (from the MAPP User Handbook) that will detail the organization and development process for the selected community.

Determine the necessity of undertaking the MAPP process.

Define the reasons why you are conducting a planning process on the selected community.

Describe the benefits and results you expect to achieve as a result of the planning process.

Identify and organize participants for the MAPP Task Force

Students should use the Community Description of Niles in Illinois to identify key community participants in the MAPP process. Students should also review the Local Public Health System and research and identify the key people that should be invited to be part of the MAPP Task Force. The list of potential candidates should be listed in an appendix. A brief narrative description of the key personnel should be included within the five page paper. Refer to pages 106 - 108 to review the "Guidance for Participant Identification" tip sheet in the MAPP User Handbook for assistance.
Your paper should be typed, up to five (5) pages in length, and follow the APA Style which includes using a cover page, one inch margins, double spaced, and 12 inch Times New Roman font with a reference page.
