Problem

Must be in MLA format, the first paragraph must present the problem and back ground to the issue, thesis statement and central idea, all supporting information should be clear. The second paragraph should be the first supporting body paragraph. The paper must at least include three supporting paragraphs and a conclusion paragraph. The paper needs to address ideas of how limiting or cutting funding does not dramatically effect recidivism. How facilities and staff can take steps to rehabilitate the incarcerated population before returning to society.
