The paper should highlight the rationale for the application/program/policy that the student chose, and explain how the program will be implemented and evaluated. The logic for the paper should be supported by empirical evidence (from scholarly journals and reputable organizations). The paper should be set up as a proposal to address the issues on how to stop gangs in school. Lastly these issues should be set in a way to address a school board.
