Plutarch's Tiberius Gracchus is the best starting point. Students may wish to find a little bit of material on Rome's constitution, which will act as a nice starting point before the specific case study of Ti. Gracchus. This doesn't need to be extensive. Then ask yourself this: why is it a problem, given the events of 133 B.C., that Rome's laws were not set in stone? Students should consider Tiberius' actions and the Senate's reactions.
