Health insurance benefits

implies that Mr. Smith was probably insured by his employers. For this reason, he does not fit to be considered as an uninsured person. Additionally, he was involved in a motor vehicle accident and the state requires that cars are insured and the cover extends to the occupants. Therefore he does not fit the typical profile of an uninsured person.
In this case, there are multiple insurance covers for Mr. Smith; the workplace and the motor vehicle. Since he was injured while driving, it is insurance plan that covers his car that will take care of the health expenses incurred. Health insurance under his workplace would only be involved if he was injured at the place of work.

Managing financial budgets

The first major form of reimbursement is insurance. Once medical services have been offered, the health organization needs to be reimbursed for the services given. The insurer of the patient is responsible for taking care of the medical expenses incurred. In this case, the transaction is between the healthcare organization and the insurer. Another major category is the filing of a claim. In this case, a patient takes care of his own medical expenses but later writes to his insurer for compensation. While filing a claim, the patient is required to attach evidence that indeed he has spent money on his health. Upon verification of the claim, the insurance company will reimburse the expenses directly to the patient. These two categories of reimbursement affect one another in the sense that they all involve a common patient. The nature of the reimbursement in both cases depends on the insurer that provides cover to the patient.
Expenses and revenues have a direct effect on healthcare budgets. When the expenses are higher, the budget will be high, when there fewer expenses, the budget also is low.
