The United States has traditionally wielded both "soft" and "hard" power. Soft power generally comes from the diplomatic arm of the U.S. government, most notably represented by the Department of State.

Hard power comes from the military arm of the U.S. government, most notably the Department of Defense. President Trump has made it clear that he intends to significantly reduce the budget (and influence) of the DoS and increase the budget of the DoD.

At the same time, President Xi Jinping of China has greatly increased his government's investment in Chinese soft power abroad: (investing in international infrastructure projects, implementing international aid programs, promoting Chinese language and educational exchanges, etc.)
