Proposal Topic #1: Reducing the rate of juvenile delinquency at the federal level.

Juvenile delinquency is problematic in the United States. The sentencing of juvenile offenders differs substantially from the sentencing procedures in the adult justice system. The development of the juvenile justice system has evolved over the years, but the system is still based upon the restorative justice approach (Humphries, 2013). The systematic response to juvenile delinquency in the United States is to rehabilitate juvenile offenders and not to punish them, but the rate of recidivism of juvenile delinquents is high although many attempts by the system has been made to deter juvenile crime amongst previous offenders and to deter juvenile crime amongst potential juvenile delinquents (Humphries, 2014).

Moreover, multiple studies have concluded that a large number of juvenile delinquents still show the signs of criminal behavior after committing their first offense (May, Osmond, Billick, 2014). Under the establishment of the juvenile justice system judges are supposed to handle juvenile cases with more discretion (Soulier& Scott, 2010). Restorative justice is the main form of treatment used in the United States to challenge juvenile crime and the restoration of the offender and the community as well is argued (May et al., 2014). Counseling and mediation is one of the main ways that the juvenile justice system uses to deter juvenile behaviors amongst juvenile offenders. The system has also established many programs, such as DARE, SNAP, and some school-based projects to deter juvenile delinquency (May et al., 2014).

Furthermore, strengthening the juvenile justice system would be beneficial in reducing the incidence of juvenile crime. The vast majority of juvenile offenders are lower-class citizens who live in poverty-stricken, poor neighborhoods where social inequality is extremely problematic (Garcia & McDowell, 2010). Rehabilitation Programs for Juvenile Delinquents

Throughout my educational career, I have always been drawn to help juveniles. Upon receiving this Masters Degree, I want to explore a profession conceivably in rehabilitative programming with juveniles to reduce juvenile crime. I believe with the understanding I've obtained through the years, I have the skills to educate juveniles on a much superior level. However, supporting and reinforcing the implantation of current delinquency and rehabilitation programs could greatly decrease future criminality (Gardner, 2016). Many youth offenders aren't aware of the laws we face due to them not being educated at home and in schools. Within my role, I would like to strengthen existing programs in order to provide various therapeutic tools and techniques that are employed to help juveniles. In addition, I want to focus on rehabilitating youth offenders who come into contact with criminal justice bodies with multiple problems (Siegel, 2014).

Criminal Profiling

In addition to juvenile rehabilitation, I have always been passionate about criminal profiling and the reason behind why criminals commit numerous crimes. Criminal profiling contributes to identifying the suspects directly or indirectly, which would lead to the arrest of the offender. Offender profiling is a multi-disciplinary practice that cuts across many disciplines. Criminal profiling was introduced in the 1970s in the United States and continues to grow in every criminal justice agency (Lee, 2015). I believe that understanding the qualities and behaviors of offenders will aid any proficient individual to understand criminal behavior. I also believe that recognizing behaviors will help juvenile's delinquents in their intention to improve.
