1. According to Mae Ngai, what were the legacies of Chinese exclusion in the Cold War era? How did Chinese respond to U.S. government programs? How was the U.S. government impacted?

2. Of illegal Chinese "paper" immigration, Ngai says it was less an immoral criminal activity than "a culture constructed by a minority population under conditions of exclusion and social segregation." What does she mean? Do you agree?

3. Based on Ngai and the two short articles on Asian immigration today, how do you think immigration, in general, impacts U.S.-Asia relations? What should policymakers, citizens, and immigrants do to solve these issues?
