As I used to work as a journalist, I am familiar with the photography. When comes to vision ability, I imagine our brain as a darkroom. Beca1[??it is in darkness and light sensitive, brain works similar to a darkroom. Everyone who interested in photography know that the objects, images or anyhing else we can see are only some experience of lights. Lights of the color, lights of the table, lights of the clauds.  We see different light waves as collors and shapes. In human visual system (Kalat, 2012), the shortest visible wavelengths, about 350nm, are perceived as violet; progressively longer wavelengths are perceived as blue, green, yellow, orange and read, near 700 nm (p. 157).

Another interesting fact to know about eyes and brain is that eyes and brain are only one part. They work instantly, otherwise their works wouldn't be done. For instance, if a person who was born blind is able to use his or her eyes with operation or eye implantation, he or she still wouldn't see anything. Another way of saying, even if eyes of the person who was born blind works again, he or she would see only some lights and darks in very blur way. Because the brain does not have eyes related neurons to recognize the colors and images. The eyes can work but the brain cannot process the vision.

Can the blind person dream? In my opinion, it is possible however, dreams won't be same as happened in normal people. If there are some neurons placed in brain as lights and shadows, or by hereditably if they have some neurons, they may dream some of lights and shadows. I think they dream about sounds, tastes and touching related senses more than normal people do. Normal people are usually dreams visually because they have many vision related neurons in their brain.
