A velocity of as a minimum 3 ft/s must be maintained in the pipe to prevent deposition and give scouring of any previously-deposited solids. However, a maximum velocity of 10 ft/s is prescribed to prevent over sizing the pumps. Due to the nature of the wastewater, the engineer wants to target the high end of this range.
