There was the seminar about modern piracy held in Singapore in 1999 by IMB. Captain, Deputy Director of IMB, and Captain Noel Choong, head of IMBs PRC both implied that violence has always been characteristic of piracy through out the time. Their tactics didn't change much, although modern technology made them smarter, faster, and greedier. Why does piracy exist in past and present? Why are (were) pirates difficult to eliminate?
