How would you answer the below Post with thoughtful, insightful, and helpful comments

For me the determining factor in changing of the CIO would be the size and complexity of the company's enterprise. Like it was said in our reading, each stage has its own set of challenges that need to be addressed before a company can move to the next stage successfully.
When you have nothing at the beginning of stage 1 you don't necessarily need someone to take you to stage three, you need someone that understands the demands and needs of a company that is just starting to integrate IT into its business. Would it be nice if he can get you set up beyond that stage and future stages, yes, is it necessarily needed no. I would like to think that having a CIO that grows with the company can be an ideal solution but as we all know not everyone is capable of that or sometimes the business model doesn't give a business the opportunity to let it's CIO grow into the position.

There are times when you need an experienced hand that knows the issues and complications that may arise and helps to plan through them. Other times the company may experience slow and steady growth that may allow someone to grow into the position without holding the company back.

So the answer for this may lie in what kind of CIO the business currently has and what time tables does it have to grow its capabilities or systems. Is it appropriate, yes, is it always wise to change CIOs before a major change in the EA of a company, it depends on the type of person you currently have and which stage your going from and too. I would be more inclined to change before stage 2 rather than at stage 3 because you may benefit by having someone who is familiar with the current EA and to better combine or eliminate processes
