b) The evaluation system must comprise measurable results for the suitable outcome-cognitive, skill-based, and affective or return on investment-essential to meet identified needs. Needs differ from organization to organization, so teams should approach this portion with critical thinking skills. The evaluation criteria should be specific, measurable, time-bound, and comprise a plan regarding what method-survey, test, or performance evaluation-will collect data.
