You work for Freektail Inc. a medium-sized technology firm that produces semi-conductors. You have just been assigned to serve as the project manager for the Semi-Conductor Inspection Device 4th Generation project (SCID4). As project manager you will be responsible for all aspects of this project. The purpose of the project is to upgrade the inspection system that is used in one of the major semi-conductor manufacturing processes at your local San Antonio facility. The new SCID4 will be more accurate and more reliable than the inspection system that is currently used. Based on previous experience, there are two local firms that are qualified to fabricate the SCID4 to meet the requirements that will be provided in the SCID4 system specification. In order to complete this project, your team will need to define the specific requirements for the SCID4 and contract with one of the local firms to fabricate the inspection unit. You will then need to integrate this unit into your manufacturing operation and perform testing to ensure that inspection unit is performing to specification. Finally, you will need to train operators to use and maintain the new system. A detailed statement of work for this project is provided in the following section.

Concept Phase:

Project Management

The project team shall initiate, plan, execute, monitor, control and close the SCID4 project. The project team shall perform on-going project management activities to include the conduct of regular team meetings and status briefings. The project team shall provide weekly project performance reports that address cost, schedule and technical performance.

Requirements

The project team shall meet with key stakeholders to identify the functional and physical features required of the new SCID4. These meetings shall involve assembly technicians, manufacturing supervisors, field maintenance representatives and internal instructional design experts. The team shall document all requirements in a system specification for the inspection device.

Procurement

The project team shall prepare a solicitation for the fabrication and purchase of the SCID4.The project team shall issue the solicitation to both pre-qualified vendors, evaluate prospective bids and select a single source to provide the SCID4.

Development Phase

System Integration

The project team shall arrange to have the SCID4 delivered and installed at the San Antonio Facility. The project team shall plan for the temporary cessation of manufacturing activities during the installation period.

System Test

The project team shall develop a test plan to ensure the SCID4 fulfills all of the requirements of the system specification. The project team shall conduct the system test. The project team shall review the results of all tests performed. The project team shall summarize the results of all tests in a formal test report.

Implementation Phase

System Training

The project team shall develop a training plan to ensure that all employees who will operate or maintain the SCID4 are adequately prepared to do so. The training plan will focus on identifying who will need to be trained, what skills they will need to operate and maintain the SCID4, and what type of instructional approaches are most appropriate. The project team will also prepare one training session including the presentation materials. The project team shall conduct the single training session.

System Acceptance

The project team shall review the results of the system integration, system test and system training to ensure that the SCID4 is properly integrated and that all employees are prepared to use it. Upon completion of this review, the project team will sign a declaration that formally accepts the SCID4 into the operation of the facility.

Instructions to Project Managers

Each project manager (student) shall develop a detailed project plan for the SCID4 project. The project managers shall submit the plan in hardcopy form as an integrated and coherent documents. Any plans that do not conform to these instructions will be considered non-responsive. Any plans submitted after the deadlines will be considered late. Penalties will be applied to non-responsive and late proposals.

1. Each project manager shall prepare a detailed scope statement that defines the scope of the SCID4 project. Each project manager shall use the scope statement template in Appendix A.

2. Each project manager shall identify the seven work packages in the statement of work and complete a work package summary for each of them. Each work package summary must identify the specific deliverables required to complete the work package. Additionally, each work package summary must identify all resources required to complete the work package by type and quantity. The summary must also include an estimate of the total effort (in hours) required to complete each activity in the work package. Finally, each work package summary must identify the direct labor cost, other direct (non-labor) cost, and the allocated overhead costs. Each project manager shall submit a WBS along with all work package summaries. All project managers shall adopt the format and structure of the work package template provided in Appendix A for all work packages.

3. Each project manager shall prepare a project schedulefor the SCID4 project. The project schedule shall include all (and only) the seven work packages. The schedule must include the planned start and end dates for each work package, the planned duration of each work package and the planned duration of the entire project. The project schedule shall be prepared using the schedule template provided in Appendix A.

4. Each project manager shall prepare a cost estimate for the SCID4 project. Each project manager mustdocument the assumptions used to prepare the cost estimate. The cost estimate must be derived from the project WBS and the work package summaries. Each project manager shall present the cost estimate using the cost estimate summary template provided in Appendix A.

5. Each project manager shall prepare a Project Risk Assessment. The project risk assessment will identify and assess key risk events that may impact the success or failure of this project. For each risk event, each project manager shall identify appropriate risk response actions. Each project manager shall present the project risk assessment using the project risk register template provided in Appendix A.
