We have a cellular device industry. I would like an application that will either be sent to a mobile device (iOS, Android, Windows) that would permit me to lock down the device upon sending an SMS or push notification. The device will still require to be able to dial 911 in case of an emergency, and if any other number would be dialed it would go to our customer service number instead.

This application will require to be put on the device by sending an SMS or push notification to the device and not be able to be removed by the customer.

This will make sure those that are late in payments would be restricted until payment is made and we would then turn off this restriction.

This is the only feature that is needed as we are not looking to access the camera or any other functions. Just control the device.

Bidders must reply in detail as to the operational thoughts. Developer must have a proven and verifiable background in type applications.
