Numerous design considerations are raised to ensure that individual service capabilities are appropriately defined in relation to an agnostic service context, and to guarantee that they can facilitate the necessary reuse requirements."

The idea of code reuse is the goal of modern architectural styles, software methodologies, and best practices. However, code reuse should be approached with caution in the realm of SOA. We first must ask ourselves, "What is reuse in terms of software development?" According to Udi Dahan, code use refers frameworks, common utility libraries, etc; reuse refers to domain specific entity, business logic. SOA services are created with its own purpose, code, logic, entities, etc. When we reuse a service, we are creating a dependency to that particular service. A business logic is supposed to model a business process in a very specific way. In order to make the service reusable, we are trying to implement the business logic to be generic, ambitious, and without intent. Furthermore, a true cost of delivering software depends on factors other than writing code. Reuse in SOA can lead to technical debt in various stages of development such as configuration, deployment, and debugging.
