Recreate, translate & simplify 2 static sites

I want someone who can rebuild 2 sites-

The new sites must be made in classic html & css, except for JavaScript we can't use php, asp or another scripting language.

The new language will be Dutch (NL). Texts as well as images will be provided.

The new sites must be simplified versions of the current sites, however the structure and look & feel should be kept the same. Quite a lot of stuff will be left out.

Someone who speaks very good English as well as works clean and fast. Someone I can actually trust and who can work independently.

Code must be clean, well-documented and commented and it should work on ALL recent browsers.

Desired Skills are CSS, HTML and JavaScript
