All you know about village is that villagers belong to three (stratified) tribes from region and are organized into smaller sub-tribes or clans according to their lineage. Typically, older men or patriarchs from tribes who are considered wise and honorable are tribal leaders.

Intel Officers you are to train are not from this region and can only aid you by translating and giving you advice on Iraqi norms. The only way to get information on those involved in bombing is by talking to people from village. Due to the tight social network in area, some of villagers very likely know who was involved.

Villagers are reluctant to talk to you and give you information. They are cautious to talk to outsiders and fear there will be backlash from villagers if they speak out and provide information. One of the soldiers tells you that only way Iraqis in these villages will talk to outsiders is if leaders permit them or encourage them. Your team realizes that they require to quickly recognize leaders in village and aid get their support in investigation.
