Your state has decided to pass a law requiring residents to sort their trash so that recyclable material can be recovered. The purpose of the new law is not really to punish people, but rather is designed to deter people from discarding recyclable material improperly. Prepare a memo to the committee that is looking into this project; they need to understand the concept.
Your memo should be 2-3 pages and include:
• An explanation of the concept of deterrence.
• A mention of whether deterrence is a Classical concept or a Positive one.
