You have been appointed as the Commissioner of the Philadelphia Police Department. You will be going to your first community meeting as Commissioner, and you are going to be asked two important questions and you need to answer them:

1. Do you believe in the broken windows theory of policing? Why?

What evidence do you have that it works?

2. P.P.D. Arrests prostitutes and "Johns." Is this an effective policy? Are you going to continue it? The people want facts to support, whether this is worth it.
