Initially, this was offered only to individuals who were U.S. based adoptions, but due to the prevalence of foreign adoptions and the demand you have experienced for your new product you have decided to expand it to the global marketplace. Complicating this is the fact that Russia has just instituted a policy that prevents access to their adoption records and forbids any further adoptions of Russia children into U.S. families.
