You are a Human Resource Management Specialist. City of Rockville hired you as a consultant to review their employee selection process. The City of Rockville administers a test twice a year for all persons interested in becoming firefighters. For the past four years, only males were passing the physical portion of the examination. A year ago both the written exam and the physical portion of the examination were revised. This written portion the revised examination was administered on June 6th, and physical portion of the exam was performed on June 8th. There were 2,000 persons taking both sections of the exam. Out of the 2,000 applicants, 285 were females. Of the 285 female applicants, 122 passed the written portion of the exam, and of the 1,715 males who took the written portion of the exam, 1,680 passed. After taking the physical portion of the exam, 29 females scored high enough to be placed on the eligibility list, while 1,500 males were placed on the list. Even though 29 women were eligible, their score was too low to be hired as compared to the males. From this group of applicants, 50 person were hired none of which were women. 1. Discuss how you would advise the City of Rockville. 2. Analyze and explain whether the women who were not hired can make a claim under Section 1983. 3. Discussed whether the City of Rockville was involved in overt discrimination in their employee selection process based on Title VII. 4. Research and discuss whether the City of Rockville followed the EEOC Guidelines for determining the proper use of tests and other selection procedures.
