You are a government employee and have asked your procurement department to procure for you a commonly used widget that has a unit price of about $10,000. The procurement department sends out an IFB for a sealed bid. Bids come in and the low bid is for a barely acceptable, lower quality unit that is only $5 less than much higher quality and clearly superior product manufactured by another company. Clearly the higher quality unit is a better value. Can you get the higher quality product under this procurement? If yes, how, and if no, what can you do?
