Why would only 25% on inner city boys be delinquent if Shaw and McKay’s theory were strong?

Are class based theories, like Shaw and Mckay, Merton, Cohen, Miller realistic and useful? Discuss. Are there class based differences in values? Is it only economic classes, or are ther other variations, like byregion, ethnicity, etc.?
