A community has about 100 infants born to young, single, low income mothers each year and about 200 other infants born to two-parent low income families each year. About 800 other infants are born each year.

Given a budget of $500,000 to spend on child welfare / home visitation, Meredith decides to budget $455,900 on NFP for 50 young mothers and $38,880 for Parent-Child Interaction Therapy for 30 other parents in this community (for a total of $494,780). This will yield a total benefit of $1,456,620.

Given the same budget of $500,000, Carl decides to spend $489,200 on the Home Visiting Programs for at-risk mothers and their children for 100 youth in the community. This will yield a total benefit of $1,096,900.
