To prepare a report that persuasively urges management to take appropriate action, explaining why such action is needed (including reference to possible breaches of international standards) and identifying, with due consideration of reasonable practicability, the control/remedial measures that should be implemented. 

This will require candidates to apply the knowledge and understanding gained from their studies of elements of Units OHS1 and OHS2 in a practical environment and to carry out an evaluation of information gathered during the inspection. Assessment of this unit must be  arried out under the control of the accredited course provider, unless, alternative arrangements have been approved by OHS Standards.  Candidates are required to complete the inspection and the report in two hours. The practical application must be submitted in the candidates own handwriting unless a reasonable adjustment has been agreed by OHS Standards.

Assessment of the practical unit can be made on an accredited course provider's training premises providing that there are a sufficient number and range of hazards to provide a valid assessment.  Care must be taken to ensure that such situations do not put candidates  or other persons at risk.

The internal assessor of the practical unit is responsible for the selection of hazards and arrangements should be made for all candidates to be supervised while the inspection is in progress.  An invigilator should be provided to maintain examination conditions while candidates are writing the report.

In circumstances where OHS Head has given approval for the practical application to be carried out in candidates' own workplaces, arrangements must be in place for the inspection and production of the management report to be supervised by an appropriate person e.g. a departmental manager or where possible an occupational health and safety practitioner.  Written guidance on the conduct of the assessment must be provided to the person who has been nominated to supervise the. Management at the premises should be  consulted to ensure the candidate can carry out the inspection without endangering their own health and safety.

The candidate must sign a declaration that the submission is their own work. If this declaration is not submitted the candidate's result may be declared void.

Candidates, employers and internal assessors should be aware that the status of the inspection undertaken to fulfil the requirements of Unit OHS3 is for educational purposes only.

When the assessment of the practical unit takes place in the candidate's own workplace the accredited course provider should advise the candidate of the latest date by which the completed report and observation sheets must be received by the course provider for marking. It is the responsibility of the course provider to ensure that the results of the practical (OHS3) are available by no later than 21 days after the date of the examination for OHS1 and/or IOHS2.

Completion of study for both OHS1 and OHS2 is recommended in order to undertake the practical application unit OHS3.
