To better identify problems and craft solutions, promote productivity and to have the best service delivered to our nation's veterans; the Veterans Affairs and the Union have to agree that such quality of service can only be achieves by constructive and cooperative working relationship between both parties. Furthermore, such working relationship should be constructed on a solid foundation of trust, common grounds, and with a shared responsibility for departmental success.
