As the new chief, you take the first six months to learn about the culture of your agency. At the end of the six months, you decide to make changes that will impact both operations (patrol/investigations) and administration (policy/procedure). Under what circumstance would you use that particular behavior?

Would you use the same strategy for each change, or would your strategies differ?
