Think about the concept of the relationship between the States and Federal government in regards to health policy. With the proposals for a nationalized healthcare system, we are seeing "Federalism" at an all-time high. Is the Federal government the best entity for health policy, or should this be more of a State's arena? Is there a difference?
In the area of policy implementation from the text, think about how implementation of new laws is handled in our system. More often than not, Congress passes a bill then turns all aspects of implementation over to the responsible department. For most health policy, this is DHHS. The law is usually very vague about implementation. however, the Congress has oversight powers through the committee structure. who is the DHHS's oversight committee? Who are the key Congress members in that committee?
