The Air Force is one of those organizations that has seen reduced funding and thus must find means to get more from a stretched dollar. An example is meetings I attend where fuel efficiency is closely tracked. When an aircraft takes off with more fuel than required it costs more money for a variety of reasons; one being that with more useless weight aboard an aircraft simply requires more fuel for take-off in particular. It used to be aircraft would fill up their tanks without considering the consequences of this practice.

Fuel efficiency by every unit is briefed across the board and units who put too much fuel aboard their aircraft have their names at the top of a 'bad boy' list during such briefings. While there may be no profit incentive, Commanders whose organizations continue with poor treads are replaced. As you can see, these trends can have negative ramifications.
