This paper has a completion date of Thursday week 8 and no later, (the terminal date is part of the assignment). Begin by researching the Congress of the United States/Cabinet-Department of Homeland Security at www.dhs.gov.

However, there are numerous sites where Homeland Security issues are discussed which may also assist you in your research for this assignment.

Examine the arguments for the existence of this department and the concepts and information provided in your text and this course. Also consider the question "Is the feeling of heightened security worth the risk of eroding our individual Constitutional rights and freedoms?"

Then, provide your opinions to the President on how this Criminal Justice Agency is structured and whether or not it is effectively managed.

The paper must be 5-7 pages in length, double-spaced, written in the memorandum (To/From) format, and prepared using Microsoft Word (or a compatible program).
