The United Nations Security Council is unable to reach an agreement in order to issue a Resolution under its Chapter VII powers to authorize measures that would aim to stop the internal conflict in Syria between the governing regime and rebel groups. The government of Syria is alleged to have used chemical weapons against his own people during the conflict. With the absence of Security Council authorization, individual members of the international community are considering independent measures to try and stop the conflict and human suffering.
The Secretary General of the United Nations would like your international legal advice.
