Since the era of Richard Nixon’s so-called “imperial presidency”, there have been concerns about the growing encroachment of presidential powers at the expense of those of Congress. Most apprehension about this growth has been in the areas of the right to declare war, manipulation of the budget and the avoidance of Congressional testimony through the claims of immunity.

Imagine that because of these growing presidential powers, there is immense dissatisfaction with the Constitution. Congressmen are seeking to greatly curtail these perceived presidential powers.
