Some topics to consider are illegal immigrants, persons who select not to practice healthy but expect to receive assistance for health care, employers who fail to give insurance for their employees which earn too high of salary to be eligible for assistance and cannot afford private insurance.

3. Write the requirements of being eligible for assistance from that agency
4. Are there certain vulnerable groups that don't meet requirements but would benefit from assistance because of no other options available to them?
