What form of HC system would have positive effect on: (1) Entrepreneurs seeking to launch new businesses, (2) Workers dealing with rapid economic shifts often resulting in elimination of jobs from the US., (3) MNEs deciding to locate manufacturing, research and other major functions, and (4) US comparative advantage in a global economy.

6. Evaluate the 2010 HC reform, aka, Obamacare, in terms of the 4 issues raised in Question5.
