Project: You are an attorney hired by EndSlavery Now, a non-governmental agency operating in Pakistan. EndSlaveryNow has been successful in working with multiple governmental and non-governmental sectors (including individuals, industries and international organizations) to effectuate change.

One of the first tasks in instituting human rights change is figuring out what individuals or entities impact the human rights situation, what the underlying issues (social, economic etc) impacting each group are, and what incentive (penalties or incentives) each group has as an inducement to effect change.

If the goal is to prevent car accidents resulting from the use of cellular phones while driving, the focus (in simplified terms) may be as follows:

(i) Providing present and future car drivers education on the dangers of using a cell phone while driving, safe use of cell phones, the upcoming law prohibiting cell phone use while driving and publicizing the penalties applicable to the violation.

EndSlavery Now has designated you to the "Child Labor in the Carpet Weaving Industry" team (there are several other teams for some of the key industries that use child labor in Pakistan, such as brick kiln and soccer ball industries - your focus is only on the carpet weaving industry).

Your supervisor at EndSlaveryNow has asked you to submit a brief memorandum (3-5 pages) outlining the individuals or entities whom EndSlaveryNow should target in the comprehensive plan to eliminate child labor in the carpet weaving industry. The memorandum should include you reasons or including the various individuals or entities. It should also indicate the pena ties for non¬compliance or incentives to comply that should factor into the major p an.

Your supervisor has told you that the memorandum can be in the form of an outline - a chart, bullet points etc. She does not expect that you will focus your attention on writing complete, grammatically correct sentences. She wants you to focus more on
