Manufacturers- Of the food, i.e. farmers, food storages, logistics on how to get the food there

Deployers- Who will roll out the system? The food transportation system- i.e. government, charities

Trainers- Who will ensure the program is understood by everyone

Maintainers- who is in charge to maintain the program's success
