Friend's answer = "The funding for the CSU will definitely increase due to the more-diverse voting base owing to the fact that the California is getting more diverse. When a voting population increases in a particular community the benefits they receive also increase since their participation in the elections make a significant difference. Hence CSU students getting more diverse will definitely contribute to an increase in funding."
