Describe the desired objective and how planning related to or would have related to achieving it.

Create your own explanation of the importance of engaging stakeholders in an emergency planning process. Who/what are stakeholders and why do we have to engage them, especially when they all bring different perspectives and priorities to the process? (That's a hint.)
