Locate a long-term recovery plan that was developed to manage the coordination of recovery efforts following a disaster in the United States. If you were the emergency manager in a/the city that faced this task, what community stakeholders would you want to involve in the planning process and coordination structure (general groups, such as "chamber of commerce" or "Department of Transportation").

Briefly explain why each stakeholder should be involved. Does the plan present ways in which the community may be improved as a result of the recovery effort? Describe the improvement that will result in your forum post.

The supplemental reading entitled "Disaster Response and Appointment of a Recovery Czar: The Executive Branch's Response to the Flood of 1927" describes the actions taken by the Federal Government to address the recovery needs of a large geographic area affected by a catastrophic disaster. Many people argued after Katrina that a similar approach should be taken given the long-term commitment that will be required to address the ongoing recovery needs of the Gulf Coast. For this question describe whether or not you would support the introduction of a system wherein recovery ‘czars' are appointed, and explain what you see as the primary pros and cons of such a system.
