Why should alcohol be legal while cocaine or heroin is not?

What elements of drugs lead people to view them as problematic from a personal problem vs a social problem?

Does the widespread availability of drugs serve to placate the poor and unemployed (or underemployed) such that they are less likely to serve as a threat to social stability?

Does drug use by the poor actually benefit the middle class and the affluent?

Are efforts to control drugs really just an attempt to prevent the offspring of the middle class from becoming addicted to drugs?
