Respective federal agencies can also develop their more tailored architecture framework such as DoDAF and Veterans Affairs EA, each with its own framework but operates on the same theme where it evaluates and improves on capabilities and operations in its business and technology programs. The overarching FEA is more process oriented and strategic alignment focused. The FEA reference model's technical reference model is where I am more accustomed to, since my organization offers healthcare technology to the government. I was able to see the specific product and profile associated in the VA Office of IT portal, where I see a breakdown of the agency's decision, reference, component, category, and analysis of the VA's justification to adopt the technology to achieve its mission, coupled by explanation in the benefits and risks in using such technology. My day job is more gear towards its security reference model, with focal point centered at security risk management.

Organization problem is tackled by hospital management team (healthcare CIO), not doctors. Doctors that get promoted to management spend less time curing patients (comparison between management and engineers in identifying business problem). In most cases, doctors (or sub-architecture folks) deal with problems that are more technical in nature. On a personal level, a medical director did deliver my first child, but that was because she didn't have to attend meetings at night.

The deliverable to the management would be to focus on the commitment that the CIO has promised to the boardroom. This usually narrows to one thing: financial benefits. I would not think cutting operation costs is the highlight reel because it is not a strategic initiative (cost cutting is a standard task in any company and especially in the 4th financial quarter). The value adds is thus to show investing in EA will bring positive ROI to the business.
