1.Before there were regulations for the arrest, apprehension, and interrogation of suspected criminals, things ran with the notion of "if it works, why change it?" This ideology was held so long because the "job" was getting done, arrests were being made. But did the crime rates decrease?

Were the criminals less inclined to recidivism? Was the community safer and inclined to commit a crime? Most importantly, how do we know? Organizational effectiveness is the determination of an organization's efficiency or lack thereof. Since each is individually complex, confusion arises as to who it benefits. Without a clear goal consensus, as to whom the true victor is, it all comes down to the goals of an organization.

Each environmental and internal factor has their own measurement of what constitutes success and effectiveness. This returns us back to the idea of decision-making, and the ramifications that may incur due to those choices.

What we do know is that at the end of the day, the nucleolus of it all is the community. Those who wish to advance the effectiveness of their organizations and seek to make improvements, that not only expand their work output but the community response.

In a sense, all the receiver cares for is that the men and women that are hired, elected or volunteered to serve them, can do so in a manner that doesn't aid us all. An institution that is not only strong but sensitive to different situations.

Those that transcend strikes, racial conflict, protests, and crime simultaneously, taking care of the day-to-day. the police we have an obligation to strive constantly not periodically for a form of policing that is not only effective but humane and civil; that not only protects individual rights equality and other values basic to a democracy but strengthens our commitment to them."

2.Organizational effectiveness is key to an efficiently productive organization. Organizational effectiveness is looked at as the congruence between organizational goals and some observed outcomes (Stojkovic et al., 2015).

Effectiveness is an important factor to the success of an organization as well as it is to the assessor. Within the law enforcement organizational structure the assessor can be an environmental element. Environmental influences can be the residents of the community that the police department serves to protect. If the public feels that their local law enforcement department are not effectively reducing crime, or making the community safer they will voice their concerns.

Complaints from the public can show the ineffectiveness of the police department as an organization. " Process measures measure the activities assumed to cause effectiveness in an organization" ( Stojkovic et al, 2015). The public for example of an assessor is a tools used to determine whether the organization needs improvements. The goals and mission of the police department has to be assessed by the public, i believe that we as the people should be an element use to measure the efficiency.

3.Change is something that can start inside (internally) or outside (externally) of an agency's immediate environment. In the instance that internal conflict becomes an issue in an agency, and this internal conflict is effecting the agency's operations, the agency may intentionally bring about a change in the organization.

This is a planned change. (Stojkovic, S., pg. 416) There are other reasons why change occurs, for example, when an organization is suffering from a performance gap and it is a gap that is recognized by persons such as executives, clients and other constituents of the organization a change effort will be put into place. (Downs, 1967:191).

Environmental changes occur when things such as politics become involved in how an organization is run. For criminal justice agencies, new legislation and court decisions can effect change in the organization. This type of change is known as an external influence.

4.Change occurs for many reasons. It could be that the organization needs to adapt to changing times and changing technology, or the fact that the system needs to be reanalyzed and changed due to complacency and everyone becoming too relaxed in their environment. "Crescive change is inadvertent or unplanned, independent of an organization's control" (Stojkovic, Kalinich, & Klofas, 2015, p. 415).

A prime example is when 9/11 occurred and a major shift in government defense occurred. The Department of Homeland Security was formed as a result of 9/11, "the integration of all or part of 22 different federal departments and agencies into a unified, integrated Department" (NA, 2017). As Joel Osteen said "if you're going to be successful you have to be willing to change" (Osteen, 2017).

With the recent problems that police officers have been having with officer-involved shootings, it has resulted in the change of many departments to have to start making their officers wear body cameras if the department can afford it. This change occurred as the public outcry has become more persistent at charging officers with shootings and holding them accountable if they are in fact breaking the law and using excessive force.
